Lighters are banned on aircraft now but you can take a box of matches onto the flight in your hand luggage. Despite what others here are saying you are most definately not supposed to put them in your case. There was an instance of a lighter causing a fire in the hold which is why they are banned from your suitcase.

I'll assume you're talking about getting on an airplane with those things, because taking them across a border is a non-issue if you're travelling by land. If they're for your personal use, they don't care if you bring them. For airplane travel, cigarettes are okay in either checked or carry-on. Bic type lighter, one only, is okay in carry-on luggage. Torch type lighters only in a DOT approved case. No lighter with fuel can go in checked baggage, and neither can lighter fluid. So take one Bic lighter in your carry-on, but you'll have to put it through a scanner at the security checkpoint. If it's in luggage, they probably won't open the luggage to check because they can see what it is on the scanner but if it's in your pocket you'll have to take it out and put it in a tray to go through the scanner.

Cigarette lighters are ok in hand luggage or suitcase. You will see that a lot of people throw them away in the big plastic bucket before immigration, but it is not necessary.

Lots of wrong answers to your questions. The right answer, according to the TSA is NO -- lighters are not allowed in carry-on OR checked baggage. There are some exceptions for checked baggage, such as if the lighter doesn't have fuel (which rules out disposable lighters) or if you have a special case for the lighters:
"Lighters - All lighters are prohibited as carry-on items. Lighters without fuel are permitted in checked baggage. Lighters with fuel are prohibited in checked baggage, unless they adhere to DOT exemptions, which allow up to two fueled lighters if properly enclosed in a DOT approved case. If you are uncertain as to whether your lighter is prohibited, please refrain from bringing it to the airport."

Note that even if you were able to take it with you, the rules for bringing it back might be even more restrictive, depending on the country.

you cna take it in your suitcase but in your hadn luggage i think they will let you take a plastic one but im not sure check on a airport website and im sure it will be there in clear writing.
