Is a VCR to computer cable the same cable that may be used for connecting the VCR to a video projector??

Probably:

The video output of most home VCR's uses an RCA cable (normally color coded yellow). This same cable can be used to go to the video input of a Video Projector (assuming it has an RCA input)

Computers normally do not have a video input but if you have a TV tuner card or certain graphics cards they have a video output. This may or may not be an RCA cable. Some use an S-video cable. S-Video to RCA adapters are available.

All use what is called composite video - video for short.

If the cable fits in the output connector of one device to the input connector of the other device then they will work.

NOTE: on a computer you often have to configure it so that it provides a video output. It is usually under setting in the display properties.
