There will be no real consequence except maybe a very hurt pride and ego. The president will say the terrorist will make a haven out of Iraq as usual he's wrong the tribes are using al qaeda and the like for their expertise after that the tribes will toss them. They have done this to various groups over the centuries I doubt they will change tactics now. The other consequence might be the birth of three new nations instead of one. that'll give the map makers something to do. I base all this on my study of the various tribes especially in the WW1 era and my living in the area of the gulf for 2 years.
