I believe there have been several revolts, hence The Divine Comedy's description of the rings of hell. (Dante Alighieri in case you didn't know). I am thinking one ring per revolt. Or maybe organized religion itself is a divine comedy.

He doesn't.

God has created both spirit persons and humans with a free will.

So anyone have the ability to chose what they want to do.

God, as the Most High, has the right to set the standards as to what is right and wrong.

Anyone who choses to go against those standards have to reap the consequences.

God does inform of what those consequences are.

All his standards are for the benefit of all, spirit or human persons.

Anyone who revolts against those standards, revolt against true peace and harmony.

Therefor, God will remove anyone who does not want that. For the benefit of those who do.

He doesn't. Only guarantees are the ones spelled out in scripture. If there are any revolts remember he's omnipotent.
