Beacuse Under The Bush Adminstration . The US in its uncontroble spending has { Thirty Seven Billion Dollars Barrowed From The Mexican Government which is part of our national debt ] and money is power . More money has been borrowed under His adminstration From foreign governments Than all the previous years combined since this country beginning. Check it out.

The same question can be asked--how come the USA can dictate to other countries when American citizens break the law and get into trouble in other countries.
An example--there were two Christian women from Baylor University a few years back who when to a middle eastern country and taught religion even though it was AGAINST the law in the country to do so (to teach Christianity). They were arrested and jailed. President Bush pushed for their release and they finally were.
Now how is that different than Mexican wealthy telling us what to do with people who break the law? Every country does it--so don't think the USA is innocent in matters like this.

You have the shoe on the wrong foot. The "elite Mexican wealthy" generally don't really care about the problem so they are not dictating to anyone in the US. In fact, most of them have real estate in the US, spend a lot of time in the US and many arrange to have their children born in the US (for obvious reasons). Inattention is not equivalent to dictating.
As long as nothing is done to help poor Mexicans out locally, they will continue to migrate north. But, don't hold your breath for a solution on the southern side of the border.
