It's certainly not critical that your daughter uses a sippy, but it is messier! They vary a lot on how easy it is to get the liquid out, so try a few brands. (Try it yourself - it's not easy!)
Gerber makes a "starter" cup with two handles and a soft rubber spout that is more comfortable. There are also cheap plastic cups with lids with spouts or straws. They're not leakproof, but keep the spills to a minimum when on the road.

I use them sippies with the straws, they do okay...but we're going through the "i want a cup" stage and she will throw her sippy in the sink or even hide it and ask for juice just to get a cup.
I don't mind giving her a cup at all and she does pretty good, she's 2, but like you said, outside is hard.
I honestly don't know what to suggest.
I was born and raised in England and i never once had a sippy cup, i was just trained repetativly to hold a cup.
First i was sat at the table, then graduated to the sofa then onto walking around with it if i could.
It takes patience but it might be worth getting onto.
For public trips though, try those ones with straws perhaps.

My son doesn't like them either. Did you know that America is one of the very countries that even bothers with sippy cups. Most parents in the world go straight to the cup. Sippy cups are good if you can't give your child the drink. Try getting different kinds maybe she will find one she likes. My son likes the ones that arent spill proof.

Try going online and finding tupperware.
You can order tupperware cups with tops that help control how much spills. The juice/milk actually flows pretty freely from the top, so it's not like having to suck on a sippy cup.
It's what my son uses, becuase sippy cups are too "slow" for him.

My son never got the idea of a sippy cup either. We used the cups with the built in straw, and that worked much better. It prevented the spills, and he could still do it on his own.

My son never used a sippy slop! He just drank from a regular glass like us. When out, think of the cups you get coke in at the drive through. She see you drink from a straw in the car, she will want to do the same. Teach her how a straw works. Then, when out, just put whatever in a Straw Cup/Glass/Styrofoam and she go to go.

maybe you should let her drink from a cup with a straw when you are out thats what I did my son stopped drinking from a sippy cup at 15 months oId just gave him a cup with a straw while we were out

Get her one of them cups with the straw made in the cup.
Get some straws or McDonald cups.
They seem to drink better from restaurant cups with top and straw.
