When will FCC WT Docket 05-235 go into effect?

If I take the Element 3 (General) and Element 4 (Amateur Extra) class written tests right away, will they be usable to upgrade my license, or do I need to wait until after Docket 05-235 goes into effect.

It will go into effect 30 days after publication in the Federal Register.

The official R&O was issued, so hopefully it will be in the FR before month's end.

It'll have to go into effect first.
