there are two methods for this.

you can either click/highlight an entire row beneath that first line then use this to freeze the cells above the rows you highlighted:
window > freeze panes

or, click/highlight an entire row beneath that first line then use this to split the window into two sections from where you highlighted:
window > split

the first is by far the better method, because there is no confusion about the contents of the lower area appearing in the upper area.
