Step 1 - go to city hall.
Really yyou will probably want to call them first to see if there are any forms or applications you need to file. Then go to city hall.

We called first and got an appointment and told to show up half an hour early with IDs and to fill out paperwork, and bring 2 witnesses. Then a lovely JP came in and she married us in a little chapel-like room. It was totally non-denominational which is what we both wanted.

One hour total, easy as pie.

apply for a marriage license first.
book a date and be there with bells on.
Its fairly cheap and fairly quick.

you both need a drivers license and marriage license also. good luck
