Is there a timer program (/software) which can be scheduled to automatically shut down my computer and can't be turn on untill the time set up.

The only time your computer is running a program is when it is turned on. If your computer is off, then all programs are not running because there is no power to the mother board.

If you are looking for a "bank vault" program they don't exist, without making a custom control circuit and there is no demand for such a device. The common pc power switch is just a momentary switch, which means once it is pressed the computer turns on. You might be able to build some type of egg timer that you twist, for say an hour, then after 1 hour it would activate the switch and turn the computer back on. Be warned, I'm not suggesting you try this on a high workstation with all your taxes and family photos, get a junker from a friend or the side of the road first to try it with.

You could plug the computer into a christmas light timer box. Auto turn on and off at any time of the day.

There is ways to do login accounts on XP that can't be logged in during certain times of the day, for example kick the kids off the computer between 12:00am and 7:00am. This is more difficult to setup but much harder to bypass.
