No, they are terms describing different belief systems.
1) charismatic -- belief that the "spiritual gifts" mentioned in the New Testament are still operative in the Church today. These churches encourage the use of spiritual gifts, both during services and away from the Church. This term can be applied to any denomination that believes the gifts are operative.
2) pentecostal -- this is a denomination characterized by the belief in operative spiritual gifts and strict adherance to specific portions of the Bible (women don't wear pants/makeup/jewelry, etc.)
3) evangelical -- the belief that Christians are commanded to evangelize to non-believers, due to the "Great Commission" given by Jesus. ALL Christians are supposed to be evangelical, but few are. The term is not limited to any specific sect or denomination.

No, they are quite different..
In practice, the three mean totally different things....
Charismatic basically refers to a quality of religious practice that encourages direct "feeling" of the holy spirit through some sort of direct experience, rather than intellectualization.
Pentecostal is a group of a few sects of Protestant faiths that belief in pre-destiny....as in God has already chosen those who will be accepted into heaven before we are even born, and that for those who are not on "this list" there is no hope of redemption, regardless of their thoughts, words, or deeds.
Evangelical, for the most part, refers to those faiths that "spread the word" of the teachings of Christ, and there are evangelical branches of all major sects of Christianity, and, strictly speaking, some other religions as well.
I suppose I am an Evangelical Buddhist, when I think about it...LOL

in some instances, yes, but not really. All pentecostals are not charismatics and vise versa. Also either one may or may not be evangelical.
So, for the most part, no they are not interchangeable.
