If you did it constantly from the age of 13? I'm not talking about an eating disorder, just dieting.

That depends on what you mean by dieting. A regular, healthy diet, limiting fat and sugar calories while eating enough and excercising regularly will be healthy at any age, but not consuming enough calories can delay or reduce growth, yes.
So the real answer is, if your diet is reasonable, you're fine, no matter when. If you're starving yourself, it's a pretty bad idea whether you're a teen or adult.

Yes, if dieting isn't conducted properly and nutrients are excised, then the growth of a teenager may most certainly be stunted. A lot of this depends on the gender of the teen as well as their specific genetics.
Nevertheless, certain diets are more risky than others. Type of Vegetarianism, especially Veganism can be risky for dieting teens because of the possibility of limited protein intake and iron deficiency as well as a calcium deficiency. Other diets independent of a full-scale eating disorder have their own deteriments.
Ultimately, without at first consulting a professional, teens may eroneously deprive themselves of some of the most critical nutrients for growth.
