My friend has a gf. I like him as a person and I don't want to ruin our friendship. But sometimes when I see him, I get upset cuz I wish he was my bf.

Basically, you are having a big crush on your friend. Something tells me you have been around him for a while in order to develop intimate feelings for him. That is perfectly normal.
Now you are dwelling on what you can or cannot have. Obviously, he has a gf.... but you still want him. It's only a fantasy. the only thing that matters are your actions. Do you plan to flirt with him? steal him away? Or do you want to leave it out for fear that someone will eventually get hurt?
Otherwise you can take risks or not. But be a little bit cautious about how you approach... the reason?..... Society's fabrication of what is right or wrong when it comes to dating.
I used to think... what the hell.. I'm just going to take risks.
Your choice but be prepared for the consequences

Do absolutely nothing. Think about this. Say you let him know how you feel and then suddenly he is interested in you romantically. What does that say about HIS character? Plus why would you be even remotely interested in a guy who has a gf? Why would you want to cause harm to that bond between them?
Trust me on this. If you are interested in this guy let things fall the way they should..not manipulated.

Here is a piece of advice from somebody who has been where you are.
DON'T DATE AT WORK! If it goes well, your coworkers feel strange around you. If it goes badly it can ruin your ability to work with this person.
