For starters are you in an area geographically that experiences open water in the winter or is covered by ice in the winter? If you have ice using your boat will not work. In this case you will need to get an ice auger to drill holes in the ice. and you will need to jig for your fish hope this helps

The best way to catch fish in the winter is to go to the supermarket, go to the seafood department, order what you want, and have the guy behind the counter through the fish into your open shopping bag!

Millworms work good.

Like most of my fishing, I usually set the pole down and come back later. I seem to do equally well without freezing the buns.

To add to hunter's answer. Smaller is also better. Fish metabolism slows during the colder months and they eat less.
