May be, he is lonely. You never know. Ask what he is thinking? Does he sound any serious @ all, or just bluffing? That will give you an exact idea, instead of being confused and guessing something that may not be the truth.

no that is not flirting
just put yourself in the position of that is your boy and he is looking at another girl like that
and if you don't have a boy then think about how you feel when that person look at you and your heart will tell you if its flirting or not
when he start to touch you then that is when it changes from flirting to almost harrassment. that's not good
