Try giving her small treats every time she comes near your hand, either from your fingers or cradled in the palm of your hand.
After several weeks you could try only giving her a treat when she doesn't bite you. This is a difficult problem which you may not be able to solve.

my budgie sometimes pecks. but dont react, try not to say ow or shoult or jump; every time she dus it put her back in the cage or put a cloth over the cage fora few minutes like a punishment. when she doesnt do it praise her with millet or whatever else she likes
