It's a form of bibliomancy, a divinitory technique in which you ask a question or think about something, then let a book fall open randomly and, without looking, place you finger on some part of an exposed page.
Supposedly this will give you the answer to your question, or guidance on what you were thinking about.
I find it extremely odd that some people who call themselves Christians would engage in this kind of divinatory practice and yet soundly condemn people who practice other forms, like astrology or scrying.
Just another example of "But it's different when WE do it!"

Well, you get out some Herb & Garlic dip in a bowl, get your good ol' King James.... and.... mmmm... sacrelicious!

Basically, you use the bible as a magic 8 ball. You make up a question, then just open it to a page and a passage. Then you try and make something non-sensical that you read relate back to your original question.
It's good practice so you can get good at trying to fit nonsensical ideas into your perception of the real world.

That is a form of baptizing the Bible to make it Holy. It just Means when you dip the Bible in water baptizing and pray over it you consecrate it and now it becomes a Holy Bible. God Bless Betty.

I would have to read the book to be certain; but many in the USA think baptism is dipping (submerging,plunging) in water. Baptism does use water, but the submergion is in Christ authority, not water (Please see 1 Cor. 10:2).

I'm sure it was the author's specific term. You have to specify the context, but it sounds to me like he means refrencing the Bible for information.
Archeologist & Historians use it. It's considered the most accurate resource of our world wide geological and event recordings anywhere.
