Hello 100 operator here! Yes I actually am an 100 operator! Anyway, 00800 numbers are companies that have computer generated dialling, if no-one is there when you answer it means there is no-one on the line to take your call yet, cos the computer dailled your number cos your number was next in line. If there was somebody there, obviously they didnt want to beable to be called back otherwise they would have left contact details. The number could be from abroad, as with all these call centres going abroad, but I would ignore companies that generate from these lines as they are most probably trying to sell you stuff unless they actually tell you theyre not if you answer.
I hope that helps.

00800?
Its a european freephone service according to google.
enter the whole number into google,
if it belongs to a company who has an internet presence you'll find out who it belongs to.
