exactly what it says!! Shepherds spend all day outside right? So what would be a delight? Yes that's right no rain. So red sky at night... clear, nice day tomorrow. Red sky in the morning... Uh oh! Its gonna rain, or be generally crap weather.
I don't know how exact this science is, but I have seen a red sky at night, and then the next day had been great weather.
I'm not from Kent and I know this and so does everyone I know. I'm from Southampton. Everyone else must be either American or stupid!

It's often true. Most storms tend to move from west to east, so a "red sky at night" often means that the setting sun is shining on the clouds from a storm moving off to the east. Likewise, a "red sky at morning" is often caused by the rising sun lighting clouds approaching from the west. It's not an absolute law, but it's common enough that the saying remains in use.

It was said, in the south-east at least, 'red sky at night shepherds delight'. The reason, was apparently, a red sky was the result of the setting sun being uninterrupted by approaching clouds a few hundred miles away, therefore, the weather would be fine.

We don't, We say "red sky at night, sailors delight, red sky in morning sailors take warning".
We say this because when the the sky is bright red at sunset it means it will be a pleasant day the next day. When it is bright red at sunrise, it means it will storm that day.

actually, I learned it as red sky at night, sailors delight, red sky in the morning, sailors take warning, for the weather was bad for the day when the sky was red in the morning I think, I have no idea if it's right...

I always heard it with sailor instead of shepherd.
Red sky in the morning often indicates a storm is coming, while a red sky at night predicts clear weather.
