if your car speeds up and runs better when the pvc is pull it is running too rich and the extra fresh air the pcv is pulling in is leaning it out.pill your dipstick and see if your oil smells of fuel.

It has been a few years since I ran across that. If I remember right you have bad valve guides. As the intake valve opens it not only draws down the intake but also from in the valve cover. Hence your high oil use and the vacuum in the oil filler cap. Also explains the reason for the PVC valve problem.
The only other thing I know that can cause this is improper timing, but most newer model cars do not allow for changing the timing.

Maybe compression rings were installed backwards.
