Actually the temp drop you are looking for is under 98.4 or so. Her temp is still pretty high for the 24 hour rule. You may have a few more days to wait. The 99 degree rule is not as accurate as the 98 degree rule.
Check out the website below. She has a great site. And if 24 hours have passed and your dog hasn't started yet don't worry. According to my calculation she is only 58 days from the breeding and she still has time yet. However IF she has signs of labor and she hasn't progressed, then worry (but you said you aren't seeing any signs yet).

She should still be okay. Sometimes the temp will drop and go back up in a yo-yo effect, or she may just be waiting it out. I have had a dog who's temp routinely dropped about 48 hours befire she delivered.
The only thing that you would need to worry about is if she seems to be going in to HARD labor and pushes for more than an hour without a pup showing. Then, get her to the vet, ASAP!
Also, check to make sure that she is not showing any discharge other than clear. A green discharge before the first pup is born can be a sign that she is having trouble. Additionally, the clear discharge should not smell bad. If she has smelly discharge, take her to the vet, b/c she likely has some type of infection.
Otherwise, just wait it out. I have found that they like to have their litters at night, or in the early morning hours. Make sure you take her for regular potty breaks, but keep her on a leash, so she doesn't try to find a secret place to stash her pups!

First, don't panic yet. Dogs have been known to have extended labors. Make sure she has some water to sip from and restrict her food. Keep her calm if you can and try to keep the house quiet. She will sense your stress and it could cause her trouble. Clingness is a classic sign of impending labor in my experience, so don't worry yet. Try to keep her confined to a favorite place and keep her relaxed and comfortable. You're doing a good job, take a deep breath and try to wait a bit. I wouldn't worry until tomorrow afternoon or so. first litters can always take longer like in humans. if her temp has dropped then i would imagine labour is imminent.
if nothing happens after 24 hrs is up - ring the vet for further advise in case a little helping hand is required.
most start whelping at a quite time i.e night time so keep vigilant.

She will be in labor very soon . Most moms exspecially first timers are nervous and can even delay labor until they feel more secure . She is probably waiting till night time when it is quiet and is more calm. Just stay with her comfort her and be prepared. In my bit ches, the tenp drops to 98 or below before whelping. It can still be a day or more away. Vets are not good in this area, as they do not see enough pregnancies to be real good in that department.
Keep in contact with the vet in case complication arise.
Breeding family pets is not a great idea. Adding more pet quality puppies to the world is very irresponsible.

Is this her first litter? Usually if a dog is giving birth for the first time, it takes them longer. I'm sure she'll be alright, but I would call the vet to make sure if I were you.

before my dog had puppies she was all over me and we called the vet and they said that she is trying to put off the labor or what ever so they told us to lock her in a small dark room like the bathroom and leave her their and she will have her puppies. we put her in her cage and left her alone and mins. later she was having them!! hope this helps.
