both of them were fully house trained, couple of months ago they started to relieve themselves everywhere, especially against anything that is on the floor, I'm not sure which one is doing but I think both of them are, never catch either one in the act.

After first having vet check for any possible health problems, here are some suggestions.
First, chihuahuas are notorious for this ... esp. as they get older, though your dogs aren't in that category yet.
Return to housetraining as you did when they were puppies. Use a crate if you need to (google "crate-training" if you are not familiar with the process).
You will have to be very diligent, it can be difficult to break this habit once it starts. If necessary keep them in a confined space/crate whenever you cannot watch them closely. Also, try rewarding them with a tiny treat when they go outside.
Also, you might consider "bell" training them if you have previously relied on just taking them out every so often. You hang a bell/s on a ribbon on a doorknob just low enough for them to hit with their nose, and every time you take them outside, ring the bell to give them the idea. In time (hopefully) they will ring the bell when they need to go out.
Again, keep in mind that chihuahua's in particular are prone to this problem.

The odor remains to be there should you did not use an enzyme cleaner. Get Nature's Miracle, or certain, or some of the general ones and clean the carpet with that. Take her out more generally, and it is in general time for a checkup too, if she has a UTI it is not going to solve on it's own, she needs antibiotics for that. Do not wait till the pads are 100% full, that puts off various puppies.

Ask yourself if you have changed anything on the routine. Sometimes dogs do that do call the attention of the owner, or because they have spent too much time inside. You would have to isolate the area where they have been eliminating, because you know that they mark their territory and it has to be hidden from them for a while until they stop doing that.

I would have the vet check for a UTI. Sometimes that causes it. Otherwise, they may be having a dominace issue with the lesser dog unable to go where it wants (if you use a puppy pad) because the more dominant one won't let them.

Have them checked for a medical problem, otherwise go back to housebreaking 101 and do it over again as if they were puppies. It should go faster this time, since they have better bladder control.

Are they fixed? Are they male? If they are un-fixed males, then they would be marking their territory around your house. Train them to mark it outside, and not inside.
Also, it could very well be a UTI. Make sure you talk to your vet to find out more!

sometimes dogs do this to get attention.
They ripp everyting apart or like your pee everywhere.
Some animals do that if you leave the house and they start to panic.....
I'll bet they are trying to get your attention and do this to get it
