In theory you can spot reduce. In reality, it is very hard to spot reduce.
I have found form working with hundreds of people that full body exercises done in circuit fashion followed by high intensity cardio intervals have always yielded more results in a shorter time period than ANYTHING else.

Spot reducing is not possible. You have to lose body fat across the entire body. Any fat that is lost is likely of no detriment to you. If you are concerned about losing shape while losing fat, you should certainly be exercising in order to build lean muscle mass in the areas that are lacking.

There are Tummy exercises on inter net. Find them and do them religiously.
My acquaintance got reed of his tummy simply bicycling, trick was to use a racing bicycle, curved handle no extension, maintaining racing position, almost fittus position all the time.
Upper arm:
There are exercises on Internet. Find them and do them religiously. They are listed as biceps and triceps exercises.

you cant target weight loss. walk and job, some cardio and:
pills..drugs...food..everyone misses the most important aspect..exercise...if people would exercise more they would not have to worry so darn much about food...Are you really serious about doing this? We are talking about hard work. Putting down your little debbies, getting off your butt and not only going on a diet but EXERCISING!!! Even if you lose the weight it will come right back if you do not have the desire and motivation to not only look cute but to be healthy. it is going to take alot of inner strength I can assure you of that.
1.) eat 4-5 small meals a day
2.) drink lots of water
3.)exercise every day
4.) do not eat 4-6 hours before you sleep

Keep your abdominal circumference below 100 cms.
Eat a low-cholesterol, low-fat diet. This kind of diet includes cottage cheese, fat-free milk, fish (not canned in oil), vegetables, poultry, egg whites, and polyunsaturated oils and margarines (corn, safflower, canola, and soybean oils). OK at any local gym they have a class called body scalp and if just gives you simple exercises that you can do at home and it will get you started then you can do the same ones a home.
