It is very normal, children go through a stage where they are discovering their body. They know what feels good and what hurts. If you notice children of the same age also wear a lot of band-aids to cover "boo boos"... that's the opposite end of the spectrum of what your child is doing.
I would explain to him that it's ok to do this, but it's something that should not be done where everyone can see. This is the age to start explaining "good touch" and "bad touch"..... it's ok for them or their mommy or daddy to touch them there to change a diaper or help clean, but if anyone else tries to touch it's not ok.
Don't make it into something shameful or bad, that can cause more problems than it helps, just make it something that is not done in public.

All little boys when they are that age discover that they have a "penis"
They dont know what it is so they play with it, ALL LITTLE BOYS DO IT!!
It gets erect and they wonder why?? They are not "masterbating"
They just discovered something new on themselves and are investigating.
When my son discovered he had "balls" he came and said to me,
"mom i have bullets and when i squeeze them it makes my stomach hurt"

He's not mastubating. He's discovering his body. The erection is a normal reaction to this. It's not sexual in any way.

Yes it is normal and OK, however as a parent you should teach hi when touching himself is not really appropriate. Try not to make him feel bad about touching himself though.
It come down to this human beings like pleasurable feelings and we all want pleasure in our lives. However we also need to learn when pleasure is OK, nor appropriate and also dangerous as with drug and alcohol abuse.
But something like masturbation is a normal and healthy activity. I am sure people will disagree with me but ask a number of physiologists and they will agree. Morality freaks will not.

it is perfectly normal i have 2 sons age 4 and nearly 2 and they both do it, the amount of times i tell them too stop playing with there willy is unbelievable, they too young too understand any sexual contact with it so i dont worry!! they only exploring there own bodies!!

Yes it's normal. I don't have a boy but I have girls and my 4 year old scratches herself all the time and says it feels good. I don't know what to tell you to do. I just make her stop. They are just curious about their bodies. Don't worry too much about it.

yes quite normal he know it feels good to play with his little penis you need to tell him to do it in private but i think he is to young to understand as long as you leave him alone and let him do what ever he will quite with out you saying anything and you are not alone lots of kids masteurbate not because is sexual it is because it feel good

i totally agree w/rebecca's answer. it's a normal part of the discovery process & an oppy to tell him some very basic things about touching. he'll be okay if you are loving & gentle in your discussions & don't freak out.

It's very normal. Kids do whatever feels good, and they're naturally curious about their own bodies.
Simply teach him that some things are private, and that if he wants to do that he needs to be in his own room (or bathroom). Don't act like it's a big deal, because you don't want hiim to feel ashamed or develop a complex about it.
