Yes, beef doesn't need to be frozen full-time before cooking. It's not like fish, and most good steakhouses "dry age" their beef in a cool place (not frozen) for a looong time. This evaporates some of the water, and intensifies the beef flavor.

You didn't mention how long ago you bought the roast, nor what cut of beef it is.

Take it out of its store wrappings and discard the juice soaked paper underneath. Rinse the meat in cool water, then smell it. If the meat smells tainted or "off", it's mushy, or greenish I wouldn't take the risk of serving it to anyone.

If the meat smells clean and only like you'd expect raw meat to smell, go ahead and cook it. I would seriously consider fixing it more well-done than red or pink in the middle, or making stew from it instead of rare, to ensure all the pieces are cooked well enough to kill any bacteria.

Yes it will be fine. Just don't wait any longer than tomorrow to cook it. Look at the "sell by" date on the wrapper. That will give you a good indication if it's ok or not. If it starts turning brown or gray, I'd be a bit cautious.
