Sex education is introduced in high school. It's used to educate a whole bunch of pubescent kids who have a lot of pent-up sexual desires but lack the knowledge of the repercussions of VD, AIDs and pregnancy. Given a chance, the normal hormone raging teenager, will probably be more likely to experiment with sex...If they decide to have sex, they will either do it with some education or without. Most people agree that having knowledge is preferred over none, (Since they're going to do it anyways.)
Your friend sounds like he's already a pervert! He isn't quite wired right and normal social inhibitions doesn't stop him from acting out his feeling at the expense of others. I think he needs some psychological help!--or he's a lonely unpopular guy who has nobody, and desperately wants a girlfriend, who he'd probably rape after two dates.-- yes he needs to see a psychiatrist.

There was a school that started handing out condoms and birth control to its students and I was appalled at first because I felt that they were enabling children to have sex. I think what needed to be done was proper education as to what can happen if the condom broke or the pill does not work. I think their mistake was that they treated it like it was 100% fool proof and it is not. Sex is a serious decision and should not be taken lightly. I agree with you I think it is important to educate them about sex and the result of having sex. I think the education needs to come from the parents and not their friends or the Internet. Hopefully, they will be able to make a better decision when faced with a choice. I don't think I would go into complete detail with a 10 year old but I would probably start a conversation to get an idea as to what they know and answer questions. A lot of people would be shocked to hear exactly what their kids know about sex!!

I was 7 when I learned about sex and I thought it was the most disgusting thing I'd ever heard of. Depends on the kid and the age really. I agree with the above poster who said that becoming teens makes them horney and sex ed is damage control.

if they taught in a respective manner, ex. the birds and the bees kind of teaching. In a more appropiate manner, not in such a way that they'll got nuts and be curious but in a manner that they'll respect our people's private space.
