shaving is the most budgetable, but only lasts for a day or two before you have to shave again. Depliatories are somewhat more expensive, time-consuming and last for a week. Waxing can be expensive, but definitely lasts a long time and can be painful. Laser would be the most permanent (some people have regrowth) but is the most painful and most expensive.

Shaving - By far, the cheapest of the three options, is also the shortest-lasting. It dries out your legs (although a good moisturizer can help with that), and there is, of course, the risk of nicks.
Depilatory - these creams can smell rather like burnt hair, but they remove hair longer than shaving. They can cause your skin to react badly if left on too long, but the results are better than shaving.
Waxing - If done at home, results vary. Once you get used to it, however, results can be good. It is extremely painful, however, although only slightly more expensive than shaving.
Laser - If you have the money for it, it's WONDERFUL. Most of the lasers for hair removal (lightsheer) target the pigment in your hair, and so work best on fair skin with dark hair. There are, however, lasers that will work on darker skin. Its results are what I like to call semi-permanent. The hair will never be as thick, never be as abundant. If you get regrowth, chances are it'll be something more like "peach fuzz" than anything else. Unfortunately, it's far and away more expensive than any of the other three options. A single treatment can be hundreds of dollars, and I've seen people come in for seven or eight treatments. While the temptation is to make the argument that, what with saving on razors for the rest of your life, you'll make up the expense, it's not true. You will never buy that many razor blades.

All in all, if you've got the cash, laser hair removal is best. Otherwise, just choose what's in your budget.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.
