Temperature of public hot tubs?

What is the highest temperature public hot tubs can be in California (Calistoga, Santa Cruz, San Francisco)? How hot do the Japanese like it? What is the highest temp that is still safe? I like my skin to get red and tingly.

Ok...keep in mind that you can get stds in public hot tubs. Dont believe me...google it.
