Does anyone know a safe program to use to upload a file in RAR format?

Are you connecting via FTP? If so, I suggest using AlFTP, it's free and works great!

Where are you uploading it to?

Do you mean to make it a RAR file, or do you mean to upload the RAR file to some space?
