If you face, or might face, prosecution then look for an IRS criminal defense lawyer. This is also true if you have secrets to protect. Remember that a lawyer, but not an accountant unless that accountant is hired by and reports to the lawyer, is covered by professional secrecy. An accountant's records otherwise can be subpoenaed.

If your tax debts are old and do not involve trust fund taxes, think about talking to a bankruptcy professional with tax experience.

Otherwise my own advice is to select a lawyer by visiting the relevant court (in this case tax court) and talking to clients and lawyers. You might find an accountant the same way. As others have said, don't rely on TV ads or Internet bumpf. Get references, be suspicious and cynical. My experience is a CPA that deals with the IRS is rather like a defense attorney that deals with the prosecuter. You must have a CPA that is experienced and thus known to the people making the decisions. There certainly is some "process" stuff to be aware of however I believe it is still all about who you know!. Ask for referrals and then ask the CPA how many offers in compromise he/she handled last year.

Don't call any of the ones that advertise on TV.

Find a CPA or EA locally whom you can deal with face-to-face. If you are really involved in all of things you mention, it will probably be a long and very expensive process.

Interview several to guage their experience and to determine if their personality fits with you. There should be no charge for this interview.
