I'm one of the most popular girls in my school and the guy I like only looks for preps but he hardly notices me. I'll get a quick hi here & there but that's all we ever say to eachother & I 'm to scared to start a conversation with him.

It's definitely normal to be shy around the person you like yes. But why not try finding out more about him in the meantime, like perhaps you know one or two of his buddies? You can ask them several questions about him. It won't hurt to get to know him better before you know, getting to know him for real.
Also, you mentioned that you`re one of the most popular girls in school, meaning that you`ve got the X-factor and you can communicate and mingle well. Mingle around more around him - or even better, with him. Maybe trying to treat him as your normal hang-out pals may do the trick. Seems kinda tough but give it a shot. You should be experienced with socialising, take it as you`re gonna make a new friend and take the initiative !
But you shouldnt take up too much time though, if he is a hottie then you better quicken up your pace or you`ll regret for sure. Try your best, pluck up all your courage and go for it girl. Just do it , take a deep breath and talk to him - something more than a "hi" is enough for the first time. You`ll get more courage from there, I`m sure of it. Then start talking more and more, and there you go !

If you have any classes with him, or whenever you see him, simply give him a glance and look away. Keep doing this and pretty soon he'll get the message you like him!
Find out his interests, and get involved, if he plays football or rugby or whatever, go and watch a match he's playing. It's a chance to say a few compliments about how well he played during the game and have an excuse to get to know him better. He'll feel appreciated and like it that you're interested.
If he's only into preps, then he's putting style before personality and he's probably not worth it anyway,

Go for it. If he doesn't notice you, then you have to MAKE him notice you. Talk to him and see what you have in common. If you like him, then you have to be more open. You're one of the most popular people in school--you have to talk to loads of people every day. Just act like this guy's new to the school and you don't know him at all, and he doesn't know you. You'll soon develop a friendship that won't break.

I believe i say this at least 10-20 times a day..Go for it just go up to him and start flirting or just find out from a friend if he likes you. Boys are not as confusing as you think..their actually really simple they like attention and sports just talk to him and see what he like and he'll start to notice your attention.
