You can go to your local courthouse with your spouse-to-be. They will just ask you some questions and have you fill out a form. Then they will send you the marriage license in the mail.

Call your County Clerk. Usually they have a recorded message. If not, they will tell you what you need to bring with you, besides your fiancee, and how much it will cost for your marriage license.
Make sure you have the right county as it does differ.
Here in Ohio, if you are a resident you must get your license in that county. If you are just getting married in Ohio, you must get the license in that county.

I don't know Illinois well enough to know what County you live in, but you need to apply with your County Clerk at the CourtHouse.
