How long is a peice of string?
Are you announcing or promoting?
Keep the header simple, but make sure it doesn't sound like Spam.
Have a few lines that let people know what the event is and if they should attend.
Some people might suggest you put a link to a web page, instead of having a long email. But if I am uncertain I never click on links.
You can add a lot of information in the email, as long as their are not large pictures to slow the download of the email. People read the first few lines and decide if they will keep reading (like a news paper article).

I would say its not the length but the organization. Describe the event clearly and briefly in the first 2 sentences that are delimited from the rest of the email. However if the person is interested they will want more details which can be included later in the email.

In Marketing we like to use the "KISS" strategy - Keep It Simple And Sweet. If you have a great visuals the normally a picture paints a thousand words so you can keep your text at the absolute minimal.
If you dont have a visual the used key words i.e. FREE MONEY at the launch of xxxxx. This will grab the consumers attention.
