The quote simply means that the mistakes of tomorrow can only be corrected when one remembers the mistakes of yesterday and learn from them, to correct the future. If the past cannot be remembered then the mistakes of the past will be forgotten thus repeated in future. So to be perfect in future, it is good to remember where one got wrong in the past.

Those who do not know history have not been taught about the consequences of various human actions. Since they have not been informed, they cannot predict the final outcomes of their own actions and are more likely to make mistakes or rediscover already known things.
In the beginning of one's experience it's true, but once you have the power-ability to accept your duties and responsibilities, you are not obliged to "look out", following rules. After all, finding a different way of continuing from the same starting point is not improbable.
Anyway history can show you how tragic human nature can be at times, and you can't just say you "accept the responsibility" when, for example, people's lives and rights are threatened somehow.

In our fast paced world we need to give ourselves the time to think about the mistakes we do and the experiences that we go through. Yes, it takes time but it's definitely more efficient than repeating our mistakes a million times (which is what we do).

Also, part of it is to take time to think and learn from other people's mistakes. "you can't live long enough to make them all yourself". (i dnt remember where i read that last quote but i think it's very true)

well the expanation is long so please bear wid me..well it is said tht people shud learn from the experiences..and even if its a mistake u shudnt regret it unless u learn from it...now if u dont remember yr past experiences and fail to progress on a similar problem or experience in life then u r condemned to repeat the same thing..which implies tht those who dun remember their past r condemned to repeat it..

Unless, like too many, still, they study History for the purpose of repeating it, to get even and then add one more insult; and it will go on and on forever.

in the context of life in 2006 it means that those who forget how unpopular Winston Churchill's stance against Fascism was in the 1930's before the full onset of WW2; probably don't realise that if he were PM instead of Chamberlin at the time the Nazsis could have be stopped before they commited half the autrocities they were able to commit. These same people don't like George Bush. God help help us to think what horrors the Islamists will have to commit before we realize that he is right. and in 2006 George Bush is Winston Churchill.
