is there a specific holiday in russia in which they eat these cookies.
please give me some background history on these russian tea cookies.

Hello I am Russian....... We make cookies very often. Duaring communist times there was no big choice of cookies in the shops so there is tradition to make then at home. Like in any country it is more common to make then when you waiting for a visitor or before holidays. Christmas and Easter may be during those holidays we make a lot of cookies. Different places have different recepies for cookies.

I'm not sure if Russians have special occasion to make their cookies. But the Russians have cookies especially at the day of "Pasha". They usually have cookies after lunch and Dinner with black tea.

I'm not sure how it is done in russia but here in the U.S. I serve mine at christmas we make them just a day or two before.
