No. If this was the case then people wouldn't be getting sexually transmitted diseases and we would never have to worry about that stuff anymore.
I wish it were true but it is not. If someone has told you this they are either very ignorant or extremely selfish.
It is one thing to pass on a disease that one is not aware of, but to pass it on with the complete knowledge of having it is down right selfish.

No such substance. The causative agent of STD's are usually smaller, so it is the other way around, if ever; the sperm maybe left behind but the STD agent will pass through. Anyway, there are still no "substances" that could do that.

no bueno. in order for the sperm to go thru, it must be carried in some form of liquid, in this case, it would be male secretion, and that would include the sperm and all of it's diseases
