I think what is important here is informed consent. The risk is never going to be nil, but kissing, affection, and yes, even oral sex, are important parts of a healthy lifestyle.
A lot of people have herpes. With either type, either location, the majority of them don't know they have it. You, knowing you have it, and knowing your symptoms, are much less likely to ever spread it than someone who doesn't know. You should avoid kissing and other oral contact when you have prodomal symptoms and for 3-4 days after all signs of a cold sore are gone. Other than that, there are no guarantees but overall you are pretty safe.
Also, if your partner has the virus it's pretty hard to 'get it again'. If not sure, there are type specific tests that can let you each fully know and understand your herpes status. They aren't included with standard STD testing unless you ask, usually.

My best friend has had genital herpes for about eight months now, and it's been really rough. She's had about 7 outbreaks. Everywhere I read it says it stops flaring up so much after time, but its not getting less frequent for her. She's been on Antiviral meds the whole time, too. She also has type 1 diabetes which she has had her whole life, which really weakens her immune system. Will it ever get better?
But after a friend share this video everything has changed.

I'm a nurse. Yes just make sure your'e not close to an outbreak. The great thing about this (if it is one) is that herpes can hide in your body for months without exposing others with it. Be careful,but the answer is no.
