Syphilis is bacterial, contracted by mere contact with someone who is infected - it is caused by a highly infectious organism, and if you even touch a person's syphilis rash you can contract syphilis yourself. Condoms may not protect you, if the rash is present anywhere other than the penis. However, there are periods of time when a person infected with syphilis may not show signs of infection, but can still transmit the bacteria very, very easily.
HIV is viral, contracted by exchange of bodily fluids - blood, semen, or vaginal secretions.
Having active syphilis increases your likelihood of contracting HIV, both because it reflects a possible history of high risk behavior, and because the skin lesions caused by syphilis make it easier for the HIV virus to get into your system.
