Do you have allergies? Is this seasonal? Do you have asthma or some other lung problem?
Generally a person with asthma or with some allergies that affect the respiratory system doesn't (usually) have a problem with breathing in a controlled environment doing an exercise they are used to.
A big factor is when people with these conditions are outside with the pollens, too cold or too hot weather etc., are affected. Or yes, it could be anxiety for any number of reasons that only you would understand.

Could be stress that is causing the breathlessness. You are walking to uni and you already is anticipating the day ahead and that gives you more reason to be hyper

As for the exercise, its a different scenario and it will no effect you. Mayb you will have to c what's at uni that is making you feel anxiety...

It could get worst to panic attacks and phobias... you may want to get some help if it gets worst....
