some people have dirty knees as well. I just don't understand it; isn't this part of personal hygiene?

Dark & rough elbows are a result of build-up of dead skin cells that could be caused by leaning a lot on your desk with your elbows or because of the nature of your skin or for the reason that you haven’t kept a good maintenance routine for your elbows.
In most cases it is not 'dirty' skin, just dry skin that hasn't been exfoliated and the majority of people in the world (or at least the Midwest where I live) have it.

I dont know what causes that..i always thought it was just dirty elbows..but im like you i see alot of it..

It might be dead skin. I am glad that I do not worry about other people like that it must be exhasuting to you when people who exist are so offensive to you. I have known other people like this. Try reading some hard novels and doing some volunteer work, so you do not have to worry about such things.

It's one part of the body you can't really see when you wash but is exposed so that others can.
