Being a former chef and having made it for vegans, I substituded the meat with TVP, available at health food stores, I get mine at a bulk store by the pound.
The rest of the ingredients are the same, oatmeal, onions, spices, I fry the onions till brown, for a small haggis, I would used 3-4 medium, chopped meduim fine, add the oatmeal to toast it, I use allspice, nutmeg, black pepper and salt with a dash of red chil flakes for zing.
Boil the kettle or in a pot with water, I buy a vegetarian soup base from Poland, Vegeta. make a stock, pour it over the TVP, I would use a measured 3-4 cup, 2 cups of oatmeal, not instant, the onions and spices in a large SS or glass bowl, soak the mix until all the liquid has soaked in, the I spread the mixture on a piece of Saran or Microwave plastic wrap, roll it into a log, seal the end by twisting like a jellyroll, then wrap that in a piece of foil the same way as the plastic, steam it a roast pan on the stove, either in a steamer basket or make a circle of foil to sit it on, steam for 2-2 1/2 hours at low temp.
Serve it like they do on Robby Burn's day, with Bashed Neeps and Tatties (Mashed Turips and Potatos, Separatly)

That's like asking if you can make a round square!
Anything called 'Vegan Haggis' could only be a culinary 'abortion' (in the sense of being "grotesque", not the other meaning).
Haggis is mixed intestines and oatmeal cooked in an animal's stomach!
Take away the intestines and you've still got nothing to put the replacement filling in!!
Why do 'Vegies' and Vegans always spend so much effort trying to make substitiutes for the meat they're so piously not eating?
The first meal my first Vegie girlfriend cooked for me was "Vegetarian Meatloaf"!! Duh - isn't that like "Square Circle"? If you don't eat meat (and in your case, so many other things) - eat Vegan, not 'carnivore substitute' dishes. There are plenty out there, find one you can rave over to your friend. She has an advantage over you - she can try your wonder recipe, you can't ever try hers. But, if she's honest, she might find she enjoys it as much or even more than haggis.
(She probably will - I think haggis, even getting past what it is - is inedible and bland!)

haggis is animal entrails .. i can't imagine how you would make a vegan version, but if you find out, it would be nice if you share the recipe. Good luck!
