I am hoping your are talking about 21 percent (20 is less than the air that we breathe)
anyways it takes a lot of time with some patients. I would have her transfered to a hospital where their goal is to wean wean wean of fthe vent. However she might be permently on the vent, and go home with one.

Average the o2 level has none to do with wheather or not to take someone off the vent. It has to do with just how much o2 you are giving the patient.

The question should be, how much is she doing for herself... what mode of ventilation is she in?

does she have peep, pressure support? What is her spontaeous vt and minitute ventilation? that is how you determine readieness to wean off the vent. How much is she breathing for herself?

20% Oxygen? That means the patient is being ventilated without supplemental O2. Probably a ventilation problems instead of an oxygenation problem. Which means they have issues with having a high Carbon dioxide rather than a low blood oxygen level. Standard Room Air is 21% O2

There are a lot of factors involved in getting someone off oxygen. Does she have a heart/lung condition? Shortness of breath with exertion?
If she has a home health nurse, ask the nurse what her oxygen saturation is; normal is >91%. If her saturation at this point is around 93-99%, her oxygen may be able to be decrease.
Whatever you do don't try to get her off all at once. Not a good idea. Remember too, the longer she is on it, the more here lungs will depend on it for breathing. They are getting used to doing less work for more pure oxygen.
