i eat healthy, i exercise, and don't smoke anything or do drugs. i'm trying to get on the fire dept and doctors tell me my BP and heartrate are normal. i have a CNA license and know that i'm at the high side of normal. FD wants it on the low side. i'm checking my resting HR before i even get out of bed in the morning so it's definately rested. how can i convince a doctor to help me lower this?

I'd hit the books and check your normals if I were you. 60-100 BPM is normal for heart rate. 76 is totally unremarkable.

The heart beats up to 120 times per minute in childhood. When resting, the adult human heart beats at about 70 bpm (males) and 75 bpm (females), but this rate varies among people. However, the reference range is nominally between 60 bpm (if less termed bradycardia) and 100 bpm (if greater, termed tachycardia). Seems to me you are ok.

It is perfectly normal. My resting HR is higher than that.

it is slightly above norm but if your blood pressure is under 135/85 or so why worry
if not mention hypertension to your doctor or switch doctors
