is it PAD when my legs cramps and hurt severely in the chin area?

Depends.
If those symptoms occur when you walk, diminish when you stop walking it's possible to be PAD.
But other problems can cause cramps and pain in the legs, like low potassium or calcium in blood.
If it's PAD you should have other signs like muscular atrophy of the legs, loss of hair on the legs, cold feet , lack of pulses.
Better see a doctor to be sure. There are simple tests that can tell you if you have this problem or not.
