It could be crabs, scabies, gonorrhea, chlamydia etc. Check out this site for more info on STD's and why you could be possibly itching. It could be the soap your using, or even dry skin. Your best bet is to go to the doctor just to be sure. Not all of the STD's out there can be treated and some can become so bad you can jeopardize other parts of your body.

It could be genital herpes or something else; the only way to know for sure is to go see a doctor to have it checked out. For more causes of genital itching check out the second link.
What should I do about itching in the genital area?
My husband and I have been itching in the genital area for the past week. I have this morning found the cause, on closer inspection (from scratching) I pulled off a small parasite, there was several still attached to my skin around the pubic hair area. Could you advise on what I should do?
Response:
This sounds like pubic lice. The treatment is straightforward and effective and comes in the form of a shampoo and a cream. See your Dr., explain the problem and get the appropriate prescription. The important thing is for both you and your husband to get treatment at the same time as this infection is spread by close contact.
Yours sincerely

there are two things that can cause that, that i know of. allergic reaction or sexually transmitted disease. if it is an allergic reaction it could of been to the material of your underwear, your soap, or washing powder. have you shaved down there recently? if its the hair growing back that would cause itching. on the other hand are you sexually active? even if you havent had unprotected sex, you could have gotten crabs, they can jump into your pubic hairs.

You could be sweating and just need to wash and keep dry.
Or you could have a baterial or yeast infection. Or crabs.
