I did a Google search, and found several on-line companies that carry them.
http://www.grammascutters.com/proddetail.asp?prod=020 is just one ...
BUT, the Food and Drug Administration found them to be inedible and usable as craft items only. Some of the sites specify that, i.e. "Please be aware that all METALLIC (inedible) GOLD and SILVER DRAGEES are to be used for DECORATIONS ONLY! Items are NOT to be consumed or used as a food item per the U.S. FDA Rules and Regulations."

I know what you're talking about. I need some myself. I would try the bakery department at any Walmart, Kroger, Publix, or Ingles. You may also try craft stores such as Hobby Lobby or Micheal's. They may be sold in those cake or cookie decorating kits.

Go to a place like MJ Designs, Jo Ann Fabrics and the like.
Look for the wedding section, and Wilton products. Wilton is the company that makes all those specialty things for cake decorating.

They are called silver dragees and can be found at grocery stores. Perhaps they are sold out for the season?
