I have read much of African way of life is sexually so promiscous that in fact it's unacceptable for women to refuse even strange men. This tendency is said to spread AIDS, and no matter how much foreign help will be flown in, Africans keep spreading the disease by such behavior. Is this true?

i am definately sure that south africa has the highest no aids patient........
n yah in some sense they r sexually promiscous as lack of sex edu n awareness is also a key factor.....
most of the funds r pour into their country but mismanagement of funds is causin problem.....
the level of powerty exist in their society is unthinkable.... which leads to less care being paid on the upbringing of the child thus
the sex cultre predominates their society.............

Most aren't sexually promiscous the wide spread cases come from doctor that was using needle over and over again and not checking the blood when they give blood transfusion.
Being Third World they are not high Tech Like here In the USA.
Now most African will not go to the White Doctor because of this
And they know that the blood came from those Doctor's.

Oprah just had a show on AIDS a few weeks ago. The statistic was that 48% of people with AIDS are African-American. I've also heard that 1 in 4 have an STD.

This answer is purely speculative and un-scientific, but I would say it has more with unsafe sex, the regional origin of the disease, lack of available healthcare/education/testing , and HIV infected people having children than promiscousity. Africa is an awfully diverse place, and while some cultures might be deemed promiscious, one can not rightfully place that label on Africa as a whole.
