The simple answer is Yes. I know that most people who have been exposed to asbestos and develop lung related illnesses, usually don't show any direct symptoms until many years later. It can be seen on an x-ray.
My father worked in a Sheet Metal factory in Ohio all his life. In September1999, he was diagnosed with Lung Cancer and Pleural Plaques. Due to his many years of heavy smoking, his cancer was in too far advanced to have any hope of treatment. He was given 3 months to live. He died six months after the fact.
Since then, our family continues to have class action suit settlements for the asbestos exposure in the factory.
These monies are not necessarily "government" paid. Most of the money comes from Insurance companies or individual businesses. As for the government, You should contact a lawyer about researching your qualifications for receiving Permanent Disability from Social Security. Speaking from personal experience, this is a long and tedious task. Most people who apply usually get turned down the first time, but with the help of a lawyer, you can appeal. Then if you qualify, you would be receiving "government" paid monies. (Note: This process can take up to 3+ years.)

I don't know what country you live in. I'm in Australia and my grandfather had the same thing - he received compensation from the manufacturer.
