You cook the carrots until you can put a fork through them. As well as sprouts. Broccoli you don't want to steam too long because they get really soft and mushy.

I have an electric steamer and I personally like my veggies a little crunchy, not mushy. It all depends on the veggie. Cauliflower is soft, so it's quicker to cook then say a carrot. Just stick a fork in it, and if it goes through easily, then it's done. Good luck.
