Every time my mom does work her vein or whatever it is at that position starts throbbing. What causes this?

There is no way to tell over the internet what this problem is. When weird things like this occur it could be nothing to be concerned about, or it could be a sign of some sort of heart problem, weakness in an artery wall, blockage in an artery, or high blood pressure. Its not a good idea to keep on going with a potential heart problem without getting checked out by a doctor. You might encourage you mom to stop doing any sort of activity that causes the throbbing until she sees a doctor.

To the right of what? Things that are visibly pulsating are usually arteries, which pump blood away from the heart, but "to the right" could be anywhere right of the midline of the body. You need to clarify what you are talking about.

Exertion normally increases pulse and blood pressure and many people may have visible pulsations. You can't tell just be looking what the actual blood pressure is.
